台湾今年可望完成“促进民间参与公共建设法”（简称促参法）修法，总统蔡英文周一（14日）表示，台湾正迎来资金回流关键时刻，期盼藉推动促参，让台湾投资管道更畅通，创造政府、企业、民众三赢局面。
中央社报导，蔡英文周一出席财政部举办的“金擘促参 共好台湾”系列活动－促参新纪元启动仪式， 指出22年前政府制定“促进民间参与公共建设法”，迄今促参签约件数累计逾1,500件、吸引民间投资金额逾9,000亿元。
蔡英文表示，政府、民间携手合作创造许多成功的促参案例，包括：最近启用的新竹市立马偕儿童医院、台南市立安南医院、高速公路电子收费系统（ETC）、各地交通设施，及各县市垃圾焚化炉、污水下水道环保设施等。
蔡英文表示，台商返台投资，海外资金和外资加码投资台湾，在台湾迎来资金回流潮的关键时刻，更要扩大政府、民间合作范围和模式，提供民众高品质的公共服务，让台湾经济发展动能更活络。
蔡英文指出，希望促参法修法议程在年底三读通过，希望公私协力推动建设范畴更多元，数位建设、绿能设施等新兴公共建设，都可以采用民间参与，让台湾的相关制度与国际接轨，更具有投资诱因。
蔡英文表示，期待因为推动促参，让台湾投资环境更友善、管道更畅通，一起创造政府、企业、民众三赢局面。
