台湾行政院长苏贞昌年前请辞，总统府1月25日晚间证实，确定由前副总统陈建仁接棒，总统蔡英文27日召开记者会正式宣布。
去年11月，执政的民进党在地方选举大败后，人民要求行政院长苏贞昌下台的呼声很高。苏贞昌最后在立法院通过中央政府总预算后，1月19日向蔡英文总统请辞。
中央社报导，总统府发言人张惇涵25日晚间表示，针对新任阁揆人选，蔡英文当天下午邀请陈建仁就重大国政议题交换意见，并正式征询他后定案，随后立即告知苏贞昌及副总统赖清德。
张惇涵指出，蔡英文预计27日上午10时于总统府召开记者会正式宣布；执政团队的目标是稳定政局、开创新局，并在过年后，让新的内阁团队迅速就位，让各项国政无缝接轨、顺利推动。
陈建仁现年71岁，笃信天主教，是国际知名流行病学专家。他数月前加入民进党。他在担任副总统之前，曾任行政院卫生署署长、行政院国家科学委员会主任委员、中研院副院长等职务，副总统任内曾兼任国家年金改革委员会与总统府人权谘询委员会召集人。
陈建仁的学术成就斐然，是国际知名砷中毒专家，相关研究之论文系列被认定是环境流行病学经典著作；另一著名贡献是慢性B型肝炎，曾率领团队进行全球规模最大、时间最长的肝炎病毒追踪研究，发现预测末期肝病重要分子标帜。
此前，民进党立委许智杰回应媒体询问时表示，若陈建仁接任行政院长，他致上最高祝福，并期许新内阁是全民内阁，带领人民告别疫情，发展经济照顾弱势。
他指出，陈建仁有三大特质，包括学者出身，社会形象佳；过去担任许多改革的召集人，沟通力强；外交、宗教界人脉广，具有宗教家照顾弱势的情怀。
国民党立委江启臣则于媒体群组发表看法称，人民想问的是新内阁打算做什么，哪一项可以脚踏实地做好；期许陈建仁能以人民利益为念，做实事，多包容，少政治，相信天主应该也是这样期许。
台湾民众党立委张其禄发布新闻稿指出，目前民众真正在乎的是“问题解决”，未解的国计民生问题仍然繁多，皆须有高效度的行政院长及各部会首长尽速解决问题。
张其禄表示，若由陈建仁出任行政院长，期望能够以快速且务实的行动力，加紧处理国家当前面对的经济、国防、两岸问题及民生挑战。
