中港分隔单亲家庭受到疫情打击，生计更显困顿。香港社区组织协会年初二（23日）指，有2成的中港分隔单亲家庭月入不足3,000元，现时的中港单亲家庭儿童达数千人，他们因父亲去世或被遗弃，居于中国的母亲因未获批单程证赴港，而变相孤苦无依。
综合港媒报导，社协1月2至7日期间，访问52名中港分隔单亲父母及子女，发现近2成家庭总收入不足3,000港元；约6成家庭收入不足10,000港元，其收入中位数为6,000港元，较全港家庭平均低4.6倍。
调查发现，受到疫情影响，约27%中港分隔单亲家庭的父母未能返回中国大陆工作，致收入大减。近8成家庭三餐不得温饱，8成半须领取免费食物，6成家庭食用过期食物。
针对港府的单程证政策，社协指，多年来仍无中港单亲名额，且酌情批准又缓慢，致他们得承受分隔之苦，促请改善。
协会引用政府数据指，香港过去10年日均仅批出104个单程证，名额并无用尽，而去年仅17,919人持有单程证，较2019全年39,060人减少逾半。
社协副主任施丽珊认为，中港分隔家庭处于严峻贫穷，再受疫情打击，贫上加贫，绝对是政府应重点扶贫的对象之一。
她提出包括制订精准扶贫政策的多项建议，例如派发10,000元“基层生活津贴”，并设立家庭服务中心，提供双程证持有人及其子女的情绪辅导；并建议政府疫后持续允许中港家庭在港续领双程证，港府亦应行使酌情权，批准特殊困难的母亲留港照顾子女等，省却他们每次到期北上续期的时间，同时避免儿童乏人照顾。
社协又提倡，政府的社会房屋计划或过渡性房屋，开放一定比例给本地小童及其双程证父母申请。
