美国总统拜登与中国国家主席习近平在印尼峇里岛会晤后翌日，美国国会美中经济暨安全审查委员会（USCC）发布年度报告，呼吁美方应成立永久性跨部会委员会，就中共犯台等可能行径研拟因应制裁。
中央社报导，USCC周二（15日）向美国国会递交年度报告，针对中共决策与中国国家主席习近平集权、美中经贸关系、美中安全与外交事务、台湾、香港等五大主题，详述中国挑战与威胁，并提出39项建议。
这份报告长达785页，台湾部分占74页。报告指，中共今年对台湾的作为更具侵略性，除维持一贯的外交、经济胁迫，更加大军力展示。
报告表示，中国官员利用在国际机构内的影响力，散播全球对“一中原则”已有共识的谎言，阻碍台湾在公卫、海洋科学等议题上分享宝贵的专业知识；以及共军持续频繁地在台湾周遭海空域进行胁迫性行动，包括美国众院议长佩洛西（Nancy Pelosi）8月访台后进行大规模实弹演练。
报告举例指出，佩洛西访台后中共禁止诸多台湾食品进口，特别是瞄准来自支持蔡英文总统区域的产品，即中共在经济胁迫方面，多锁定台湾规模相对小、高度仰赖中国的出口产业，但未触碰影响较深远的半导体，目的是在不冲击中国自身的经济情况下，对台湾造成痛苦，借此传递政治讯息。
对于如何应对中共进逼台湾，报告向国会提出三大建言：（一）透过立法在行政部门下成立永久性跨部会委员会；（二）针对中国攻击、封锁或其他可能恶意的对台行径，研拟制裁或经济惩罚措施；（三）通知国会是否有任何能够提高措施效力的修法需求。
报告也建议强化台湾防卫，认为美台国防官员应建立共同规划机制，检视防卫台湾需要哪些互操作性、补强能力；美国国会应拨出多年期的额外防卫资金，台湾也应透过立法程序，承诺拨出取得相关能力所需资金。
报告还建议国会应指示美国国防部，就如何提升美军在中共犯台情境下的抵抗能力，提出评估报告。
美中经济暨安全审查委员会（USCC）是2000年10月成立的美国国会组织，成员由参众两院领袖任命，任务是监控、调查并向国会汇报美中经贸关系对国家安全的影响。
USCC目前有12位成员，包括：担任主席、曾于2018年3月以美国国务院亚太副助卿身分访台的黄之瀚（Alex Wong）、前总统川普时代担任国防部印太助理部长的薛瑞福（Randall Schriver）。
