中央社报导，立法院国会频道自2017年2月开播，为保障听障人士平等参与政治的权利，提供听障民众更全面无障碍的资讯服务，立法院长游锡堃上任以来，协力各方在国会频道立法院议事直播做了两大创举。
首个创举是2021年9月17日开始提供即时字幕。其次是，2022年9月立法院第10届第6会期以来，国会频道转播总质询时，手语画面放大，人像比例放大约30%，手语姿势更明显。
这项改变的契机起源于有听障民众向国民党不分区立委陈以信反映，之前国会频道中的手语翻译员画面太小，看得很吃力。
陈以信积极与立法院各单位协调，在兼顾应有资讯及画面比例，并征询听障团体意见，最终促成了将国会频道中的手语翻译员放大约30%，让手语姿势更明显，看得更清楚。
陈以信说，放大国会频道手语画面的做法，符合联合国身心障碍者权利公约要求，对增进听障者权益和扩大台湾无障碍环境都有助益。
根据该公约，缔约国应采取适当措施，以便提供各种形式之现场协助及中介，包括：提供向导、报读员及专业手语翻译员，以利无障碍地使用向公众开放之建筑与其他设施；促进其他适当形式之协助与支持，以确保身心障碍者获得资讯。
