联合国10日表示，伊朗正将死刑当作武器，以恐吓民众并镇压异议，且未经正当程序处决示威者之举相当于“国家核准的杀戮行为”。在前一天，天主教教宗方济各（Pope Francis）也在发表新年致词时首次谴责伊朗。
据东网报导，方济各用意大利文发表长达8页演说，他称在仍然执行死刑的地方，生命权利受到威胁，就如伊朗一样。他指死刑不能用于所谓的国家正义，因为它不能构成威慑，亦不能为受害者伸张正义，只会助长复仇渴望，呼吁全球各国废除死刑。
日内瓦联合国人权办公室（United Nations Human Rights Office）表示，伊朗的反政府示威活动已延烧近4个月，德黑兰已因此处决4人，还有2人即将遭受极刑，且据报至少还有17人被判死刑。
据法新社报导，联合国人权事务高级专员图克（Volker Turk）的办公室指出：“伊朗政府正将刑事诉讼和死刑当作武器，以惩罚参加示威活动的个人，同时制造民众的恐惧，以铲除异议，此举已违反国际人权法。”
图克说：“将刑事程序当作武器，以惩罚行使基本权利的人民，比如那些参与或安排示威的人们，相当于国家核准的杀戮行为。”
与此同时，伊朗梅尔通讯社（Mehr）10日报导，总检察长已发布命令，下令警察“严惩任何违反头巾规定的行为”。近几周来，已有数间曾接待未戴头巾女性的咖啡馆与餐厅遭到当局强制关闭。
自示威活动于去年9月爆发以来，负责执行头巾强制规定的道德警察部门一度明显放宽执法，许多妇女走上街头时都没有佩戴头巾。不过，今年初以来，当局表示其容忍度已开始降低，警方警告，女性即使在车内也必须佩戴头巾。
