在坚持“动态清零”政策不动摇近三年后，中国最高领导人习近平去年12月来了个180度政策急转弯，在各地毫无准备的情况下突然放弃“清零”，随之而来的新冠疫情“海啸”席卷到中国各个角落。习近平标志性的“清零”政策以这种混乱无序的方式收场无疑会使这位中共领导人的威望受到打击，就像上世纪60年代毛泽东搞“大跃进”后的三年大饥荒对毛的权威带来打击一样。习近平的遇挫对世界意味着什么？
三年清零草草收场，令西方惊讶不解
就在两三个月前，外界还在猜测中国的“全面主席”(Chairman of Everything)习近平会在何时、以何种方式结束他的“动态清零”防疫政策，当时习近平刚刚在中共二十大上打破惯例，获得自己的第三个五年任期，并在中共的最高权力机构里几乎全部安插了自己的亲信和盟友。“动态清零”是习近平主抓的最重要政策之一，他一直执拗地相信“清零”展示了中国的制度优于西方，是中共治理能力的典范。
据华尔街日报报道，直到去年11月中，也就是中共二十大落幕，习近平如愿拿到第三个任期后，他仍然没有打算取消“清零”。但到11月底，包括北京、上海、广州等中国几个最大城市爆发了反对清零的“白纸运动”，再加上多个政府部门紧急请求，才促使习近平最终改变立场。12月7日，中国国务院联防联控机制公布了被称为“新十条”的优化防控措施，基本上放弃了动态清零。今年1月8日起，中国全面放开出入境管制措施，标志清零政策正式结束。
但从超严格的封控到毫无预警地放开将中国推向一场公共卫生危机之中。中国各地新冠病例呈爆炸性激增，医疗系统不堪重负，殡仪馆和火葬场“尸”满为患。随着农历新年的临近，公共卫生专家预计，疫情将会在医疗水平欠发达的广大农村地区继续大肆蔓延。
中国国家卫健委流出的一份12月21日的会议纪要显示，从12月1日至20日，中国累计感染人数近2.5亿，仅北京市2200万常驻人口中就有约一半被感染。华尔街日报核实了这份纪要的真实性。专家预估，中国本轮疫情可能会造成100-150万人死亡。
《危险地带：与中国即将发生的冲突》(Danger Zone: the Coming Conflict with China)一书作者之一、塔夫茨大学政治学副教授迈克尔·贝克利(Michael Beckley)对美国之音表示，北京在无准备情况下突然放弃清零令华盛顿困惑不解，但也进一步认识到在习近平个人专权下中共政权的任意性。
“我的感觉是，至少在华盛顿的领导层，无论是国会、白宫还是官僚机构的人，普遍的看法是对此感到有些困惑不解，”他说，“这加深了（美国）对这个政权的看法，它可以迅速反转，并愿意让中国人民为此付出惨重代价。我认为这是有些可怕的，因为这是一个如此出人意外的决定。就在你认为你了解中国的决策方向时，这个政策突然出现了急转弯。”
乔治城大学(Georgetown University)法学院教授、世界卫生组织公共卫生法暨人权协调中心主任拉里·高斯廷(Larry Gostin) 上月接受美国之音采访时曾指出，毫无章法的退出清零将是习近平所谓高效治国下的一个“重要污点”。“很惊讶地看到中国退出清零的策略如此混乱，没有明确的计划来防止卫生系统负担过重。”他说。
余茂春：习近平集中力量办蠢事
哈德逊研究所(Hudson Institute)中国中心主任兼高级研究员、美国前国务卿蓬佩奥的中国政策顾问余茂春对美国之音表示，习近平常常讲，要发挥集中力量办大事的制度优势，现在看来是集中力量办了蠢事。
“清零也好，突然放开也好，这都是党中央来计划的，所谓集中力量办大事，这是习近平最喜欢说的，”他说，“就是他们有制度优势，就是共产党把全中国的资源都垄断起来，所以他们可以说集中力量办大事，结果是太集中，集中在领导人的意志上面，结果都是以集中力量办蠢事和傻事而告终的。”
清零政策下的频繁封控重创了中国经济。根据中国官方公布的数据，2022年中国经济增长率仅为3%，不及2021年8.1%增长率的一半，远低于政府设定的5.5%的增长目标，而实际情况可能更糟。中国曾是世界最具活力的经济体之一，新冠疫情大流行之前的十年，中国经济的年平均增长率为7.7%。有分析认为，经济超预期的大幅度放缓才是促使习近平放弃清零的更深层次的关键因素。
但放松疫情管控措施到底能在多大程度上刺激经济反弹目前还难以判断。经历了三年的“清零”后，中国的消费者信心指数已跌入30多年来的最低水平。2023年元旦长周末假期，中国国内旅游出行人次与上年相比增长了0.4%，旅游支出增加4%。疫情封控导致的大批企业倒闭和工作岗位流失可能仍需数月甚至更长时间才能恢复。
贝克利：习近平形象受损，与其打交道或更难
这个星期，中国政府派出即将退休的国务院副总理刘鹤前往瑞士滑雪度假地达沃斯出席年度世界经济论坛。刘鹤在他的演讲中把中国描述成一个依然值得做生意的好地方。他说：“如果我们作出足够的努力，我们有信心中国经济成长2023年很可能恢复到正常的势头，中国经济将会有重大的改善。”他也表示，中国将继续对外开放，并坚持市场经济。他说：“有的人说中国要搞计划经济，这是绝对不可能的。”
西方商界对刘鹤的讲话反响较为积极。高盛集团(Goldman Sachs)本周发布的一份报告认为，刘鹤的讲话是对市场友好的，有助于恢复投资者对中国的信心。这家总部位于美国纽约的跨国投资机构将今年中国的经济增长率提升到5.5%。
但政界和长期关注中国的观察家则对中国表示警惕。《危险地带：与中国即将发生的冲突》一书的作者之一贝克利说，至少政策制定者们更加现实和清醒，这倒让习近平看起来显得非常无能，他的一连串失误，从偏执地坚持清零毁掉中国经济，搞得民怨四起，到毫无准备的放开，这让外界对他的印象大打折扣。
“很多美国的政策制定者曾把他看成是一个地缘战略大师，我认为这个想法已经被抛到窗外了，就像他们曾经认为普京是个辉煌战略家的神话一样，通过他在入侵乌克兰这件事的糟糕表现来看，那种看法也已被抛到了窗外。”他说。
哈德逊研究所中国中心主任余茂春则表示，中共虽会迫于形势而做出一些政策上的调整，但并不会真正从自己的错误中汲取教训。
“刘鹤说中国要坚持社会主义市场经济改革方向，这是充满了滑稽和讽刺意味的，”他说，“这次达沃斯世界经济论坛是第一次没有中国的民营资本家像马云这样的人物参加，因为他们都被打跑了。”在经历了“清零”的瞎折腾和毫无准备的突然放开后，余茂春说，习近平治下的中共正丢掉它的国际信用。
但在另一方面，塔夫茨大学的贝克利说，习近平的独断专权加大了与他共处的难度，从清零到一夜之间的混乱放开令人感到你正在与一个可能反复无常的国家打交道。
他说：“这强化了那种印象，即在独裁政权里，一个人的突发奇想可以支配整个国家的政策。这正是我们要处理的情况，而这让人不放心。它使我们很难建立任何形式的战略信任，因为如果你把这种决策模式带到美中关系领域，你怎么知道你与这个政权达成的任何形式的协议会持久下去， 即使那些看起来符合中华民族(the Chinese nation)利益的事情也可能被抛出窗外，如果这个政权在任何时间决定这不是它想做的事情。”
裴敏欣：受挫的习近平更危险
美国知名中国问题学者、加州克莱蒙特·麦肯纳学院(Claremont McKenna College)教授裴敏欣也认为，习近平作为一个政治强人在新冠清零政策上遭遇的挫败可能会让他更加危险，世界应为此做好准备。
他最近在彭博社(Bloomberg)发表的评论文章将习近平与1960年代初毛泽东时代的三年大饥荒相比较。当毛泽东意识到“大跃进”导致的饥荒破坏了他在中共党内的地位时，他并没有认输或放弃，而是开始策划一场大规模的清洗，后来成为文化大革命，使国家陷入了十年的混乱。
“习近平可能不会成为另一个毛泽东，”裴敏欣写道，“然而，与他的前任一样，如果他感到自己的地位受到威胁，他几乎肯定会变得更加不可预测，更加难以对付。”
