自2020年6月30日中国全国人大常委会通过和颁布实施了港版国安法以来的1年里，国际社会目睹了香港政治生态和社会生态发生了令人瞠目的转变，先是大批积极支持和参与反送中运动中香港民主派人士以及香港年轻人遭到了拘捕和判刑入狱，随后各级泛民主派议员的资格被剥夺，原来在“一国两制”制度下允许的一年一度的纪念“六四”活动和“七一”抗议游行被禁止，再下来就是最近发生的关闭香港亲民主派的壹传媒和《苹果日报》…。这一系列变化标志着中共彻底地撕毁了1984年签订的《中英联合声明》，抛弃了50年不变的承诺，“一国两制”在香港已经彻底死亡。
现在很多人都在问：一国两制消失后的香港，其国际金融中心的地位还能维持多久，还能不能保住？香港之所以可以发展成为世界三大国际金融中心之一，亚洲最重要的金融中心，除了靠香港的地理位置和香港人的勤奋、高素质之外，最主要、最重要的是香港有独立的司法体制和英国式法治体系，以及一个完全自由开放的社会，体现在资讯自由、出版自由、言论自由等等。在港版国安法刚开始颁布实施的时候，中共和香港政府还信誓旦旦地说：港版国安法只是针对一小撮“港独分子”，是为了维护国家安全，维护香港的繁荣稳定。然而事实是国安法的使用范围和执行力度在不断地延伸和加大，以至现在连市民穿黑衣站街都会被警察盘问驱赶和拘捕，以前良好的法治环境已不复存在；香港的独立的司法体系也遭到港版国安法和中央驻港部门的介入而破坏，以前选择案件审理法官程序被抛弃，倾向建制派和中共意向的法官被选用，外籍法官被迫离职，迄今为止至少已有2名外国法官辞职，香港终审法院的外籍法官在不久的将来就会成为历史。在法庭审理“危害国家安全”的案件时，法官违背保释条例，背弃了以前常规做法，几乎所有主要民主派人士都不让保释，审判时也不像以前那样考虑辩护律师的辩词，重判主要民主派人士和抗争人士；6月末的时候，中共和港府以国安法的名义冻结“壹传媒”、《苹果日报》的资产和逮捕《苹果日报》的5名高层以及几名主笔，迫使《苹果日报》关闭，这标志着香港的资讯自由时代的结束。7月4号还爆出了一个重磅消息，香港政府正在拟议修改“数据保护法”，然而许多国际科技巨头公司却认为这样的修法是“非常不寻常的”，包括谷歌（Goggles）脸书（Facebook）推特等科技公司在内的亚洲互联网联盟（ AsiaInternetCoalition）致函香港政府，他们说修改中的“数据保护法“可能会导致它们的员工受到严厉的法律惩罚，这些公司警告他们将停止在香港继续提供服务。这表明香港政府试图修改一系列法律，管控网上言论，这必将进一步钳制香港的资讯自由，意味着香港的政治和营商环境将进一步恶化，香港在不久的将来完全有可能等同于大陆的一个城市，成为”墙国“的一份子。
国际社会和国际金融机构也一直关注着香港局势的变化和发展，一国两制的终结和香港法治与自由的逐步削弱，也意味着东方之珠的逐渐暗淡，香港的国际金融中心地位迟早会被削弱，被分拆，被取代。据消息报道，在港版国安法实施之后一些国际金融巨头已经在重新评估他们未来在香港运营的风险，准备逐步撤出香港，转移到其它亚太城市。德意志银行新上任的亚洲区总裁，一反原来的传统，将总裁办公室设在香港，而不是在亚洲区总部所在地香港办公；美国对冲基金ElliottManagement将关闭其香港办事处，有关职能将转移到伦敦办事处；美国投资咨询公司万里富（MotleyFool）直言，因担心港版国安法等政治因素，决定关闭香港分部，将资源投放到其它地区；日本网络金融巨头思佰益（SBIHolding）表示正在考虑撤出香港市场，香港市场的运营交给在大阪和神户的办事处接管，这是第一家准备撤出香港的日本金融企业；美国花旗银行（CityBank）和高盛集团（GoldmanSachs）已加速在新加坡招聘人手和开办办事处，悄悄地将业务分散到其它亚太城市…。另外还有报道称，自2019年以来，已有超过10家的跨国公司将区域总部或办事处搬离香港，其中包括欧洲著名的奢侈品公司路易.威顿集团（LVHM）,法国化妆品巨头欧莱雅（L’ Oréal）也正在将部分香港业务和员工调往其它地区。于此同时，亚太地区的许多城市也看到了机会。日本东京已经制定了一系列优惠的政策，设立“金融特区”吸引在香港的国际金融机构迁移到东京，想夺回80年代前亚洲金融中心的地位。新加坡更是虎视眈眈，想利用自身的优势，让更多的金融机构和跨国公司区域总部在新加坡安家落户，取代香港成为亚洲金融中心。澳大利亚悉尼也在展开游说活动，希望分一杯羹。就连中国大陆也在为香港金融中心地位的殉落做准备，大陆计划大力发展和扩大上海和深圳的金融体系和规模，以期将来能香港不相上下。香港政府也早就注意到了国际金融机构和外国公司准备撤离香港的动向，有媒体报道称，前一段时间，香港金管局向多家国际金融公司发出调查询问，用以了解这些国际金融巨头未来在香港的发展计划和动向。为了防止香港国际金融地位的消失，中国中央政府现在也正在加大力度出手相助，比如中央最近推出了一系列政策，鼓励内地企业到香港上市，限制央企民企赴美上市，让更多的内地资金流入香港。
从目前情况来看，由于香港的地理位置和金融市场的规模，香港的国际金融中心地位不会很快就被削弱和取代，但是我们可以预计在未来的2年时间里，随着香港的大陆趋同化，自由和法治的空间不断被压缩，移居海外的高素质高技能的人不断增加（据报道自港版国安法实施以来，已有11万香港人移民海外）以及国际地缘政治等因素，一定会有很多国际金融机构认真考虑重新布局，撤离香港搬到其它亚太城市。5年之后，许多金融业务和功能将被转移分散至新加坡、东京、悉尼等亚太城市，香港的三大国际金融中心之一，亚洲第一金融中心的地位将不保，香港会重蹈1949年后的上海覆辙。
