中央社報導稱，負責協調軍援基輔的「烏克蘭防務聯繫小組」（Ukraine Defense Contact Group）即將在德國蘭斯坦空軍基地（Ramstein Air Base）開會，烏克蘭外長庫列巴（Dmytro Kuleba）和防長列茲尼科夫（Oleksiy Reznikov）於會前發表聲明，向盟邦喊話，呼籲10多個擁有先進豹式坦克的國家，包括德國、波蘭、土耳其等國家提供豹式坦克。
據路透社報導，英國近日率先宣布將提供挑戰者坦克援基輔，成為第一個援助西方坦克給烏克蘭的西方國家，升高對於德國的壓力。但《華爾街日報》周三（18日）援引德國官員的話報道，德國不會授權向烏克蘭交付豹式坦克，除非美國同意向烏克蘭派遣坦克。
