中共和美国有关台海战争的应对谋划，双方已进入到了兵棋推演阶段。虽然各自军方的兵棋推演是保密的，但非军方的兵棋推演本身说明，中共对台湾的威胁，确实已经离现实越来越近了。那么，这场军事冲突一旦发生，中共能得手吗？美国最近的一场非军方兵棋推演给出了重要结论，即中共必败。而结合中国海军近年来披露的一些军舰训练方面的资讯，或许还可以判断，中国海军如果近年内发动侵台战争，其结果可能比美国智库的研判结果还惨。
一、应对中共的台海威胁
法国国家情报机构的网媒“情报在线”（Intelligence Online）最近报道，习近平对台企图愈加明显，去年12月指派曾担任福建省委宣传部部长、熟稔台海宣传议题的高翔，出任中国社科院院长，从而与中宣部在台湾议题上合作，以沙盘推演各种意外状况，“其中最大的不确定因素就是，武力侵台后国际祭出大规模制裁、企图让中国深陷经济孤立时所带来的后果”。
美国国防部对中共的战略企图抱有清醒的认识。去年12月3日美国国防部长奥斯汀（Lloyd Austin）出席在加州举办的第9届里根国防论坛时发表长篇讲话说，美国的“《国防战略》对我们的主要竞争对手有着清醒的认识，这要从中华人民共和国说起。近几十年来，它的军队已经开始了一个飞速的现代化计划。中国是唯一一个有意愿并且越来越有能力重塑其地区和国际秩序、以满足其威权偏好的国家。所以让我清楚地表明：我们不会让这种情况发生”。
他还表示，“这始于美国具有战斗力的威慑力。我们将保持并加强我们的作战优势，使中国永远无法得出侵略符合其最佳利益的结论。我们正以前所未有的方式调整我们的预算，以应对中国的挑战。我们正在对研发和锻造更强大的军事力量，进行国防部有史以来最大规模的投资。我们正在对美军进行现代化、训练和装备，以应对印太地区的突发事件。国防部终于在注意力和资源方面，向亚洲进行了根本性和前所未有的转变。”
二、美国智库对解放军攻台的兵棋推演报告
美国的非官方智库《战略与国际研究中心（Center for Strategic and International Studies, CSIS）》今年1月9日发表了一份研究报告，“The First Battle of the Next War: Wargaming a Chinese Invasion of Taiwan（下一场战争的首战：中国入侵台湾的兵棋推演）”。
通常，兵棋推演的目的是检验双方各自的弱点，找出适当的应战策略。因此，对假想的战况会尽可能考虑到发生事先未能预料的意外后果；这也就是对敌情做出充分估计。这次兵棋推演中总共仿真了24种战况，其中的绝大多数战况都对防守方采用悲观假设，即假定共军舰队的作战实力与美军相当，而美军又反应不力。
据上述报告披露，兵棋推演的结论是，如果共军2026年入侵台湾，将会出现共军完败、美军“惨胜”的结局；“在大多数情况下，美国/台湾/日本击败了中国的常规两栖入侵，维持了台湾自治。然而，这种防御付出了高昂代价，美国及其盟国损失了数十艘船只、数百架飞机和数万名军人。台湾的经济遭受重创……损害了美国的全球地位。中国也损失惨重”。
华府的这家智库在研究报告中特地说明，它对中共海军的实力评估，是按照中方“展示的战力（demonstrated capabilities）”为基础。所谓“展示的战力”，也就是中国媒体宣传的海军战舰的单艘吨位、火力装备以及军舰数量。在这样的前提下，这次兵棋推演得出了上述结论。
三、中共的“三无”战舰能上阵？
然而，根据中共媒体披露的海军一线战舰的若干资讯，笔者发现，中共海军的真实实力不只与美军实力相差太多，而且与一支海军正常作战所需要的实力也相差甚远。
中国海军攻台，主要靠海军把大量水陆两用坦克等重装备和大量兵力运到台湾的海岸，实施有效的登陆作战。这样的跨海运输，主要依靠数万吨的大型两栖攻击舰来完成。那目前中国海军的第一艘两栖攻击舰、即准航母海南舰的训练状况如何？按照中共媒体的介绍，这艘主力战舰处于“三无”（无经验、无资料、无专业人员）状态。
所谓的“三无”，按照重要性来讲，第一重要的是“无专业人员”，军舰的设备越复杂，越需要受过专业训练的各类舰员来操作；其次的难题是“无资料”，就是新建的军舰使用了很多新装备，但舰员只有设备制造厂提供的基本使用手册，却没有适合作战使用的操作条令和规则，没办法正常训练新兵来操作军舰，因为此类军舰是第一次使用，根本没有老兵；第三个难题是所谓的“无经验”，在前两个难题掣肘训练的状况下，舰上官兵全都没有操作此类大型复杂军舰的必要经验。
这个“三无”的说法，是海南舰2019年9月下水时，时任舰长闾勇军讲的。按照常识，一个处于这种状态下的舰长，用上三年时间，从零开始来训练所有舰员，已经是非常紧迫了。于是，这个舰长先阅读堆起来有几米高的各种使用手册，再从零开始，编写舰上各部门的操作条令，再一个一个部门地训练新兵；然后，再从训练中发现的问题里摸索修改作战条令。
在此过程中，还出现水兵缺乏学习能力、无法掌握舰上设备，因此主动要求被调离岗位的情形。这说明，即便是从头开始训练所有舰员，仍然可能因舰员能力不足，而无法完成必要的训练和基本操作。
四、海军作战与陆军有何不同？
海军与陆军有两大不同。其一是，单兵功能以及作战模式不一样。陆军虽然以班、排、连为单位组织战斗，但士兵射击的动作是一样的；有一个人的枪发生故障，或者射击精度太差，不致于影响到战场态势。而海军则完全不是这样，军舰上一个岗位一个人，每个人的任务不同，而每个岗位都很重要。如果有舰员的训练不合格，军舰可能就开不动，或者舰上的火力就不能正常发挥；而更危险的是，军舰上任何一个部门的操作失误，都会成为整艘军舰的灾难。
其二，陆军是在固定战位上射击固定或移动目标，相对比较容易；而海军则永远是360度全方位地应对三维空间的移动目标。军舰在作战中，要同时应付空中、水面和水下随时可能的袭击，为此，舰只必须始终保持高速机动（转向），而对方舰只也是如此；这样，军舰在快速移动中打击对方的快速移动目标，对射击瞄准、双方舰位相对变化的计算，难度非常高。
所以，军舰上的各部门，比如航海、轮机、火炮操作、导弹操作、通讯、电子指挥中心、抢险等各个部门，各自职能完全不同，专业分工非常细，技能要求非常高。许多关键部门的水兵必须非常熟悉自己的职责，并且经过不同战斗状况下应对难题的训练；否则，军舰开出军港后，就无法履行舰队下达的演习和作战任务。
由此可见，军舰的运转，要靠全体舰员作为一个完整的集体来支撑；军舰上的任何部门运作不力，都会影响到整艘军舰的功能。日本联合舰队在太平洋战争期间，于美国阿拉斯加州西面的阿留申群岛海战中，那智号重型巡洋舰因中弹起火，轮机部门有舰员操作时拉错一个电闸，造成军舰火炮系统断电，全部舰炮因此失去了瞄准能力，军舰瞬间就变成了战场上只能挨打的靶子。更悲惨的情形是，在联合舰队的马里亚纳海战中，旗舰大风号装甲航母被潜艇的鱼雷击中，本不致命，但抢险部门的军官做了一个错误的决定，导致舰体内蒸发中的燃油挥发气体密度过高，发生舰体大爆炸，于是全舰快速沉没。
五、“山东号”航母面临训练难题？
对海军来说，官兵训练不足，是整艘军舰、乃至整个舰队生死存亡的问题。任何国家的海军舰员，对有能力、经验丰富的舰长，都非常敬重，因为那是作战胜利和军舰安全的保障；反过来，能力不足、经常犯错的舰长，就很难取得舰上官兵的信任，而舰长的训练不足，更是全舰官兵的灾难，在战时尤其如此。
前面提到的海南舰舰长闾勇军刚开始训练本舰的舰员，才1年多时间，仅仅摸出了一点门道，就在2021年4月被调去担任中共第二艘航母山东号副舰长。这个调令说明，中国海军的航母，也同样确少合格的舰长、副舰长级别的高级指挥官。
山东号航母的舰长来奕军原来是东海舰队护卫舰大队长，不懂航母作战。此人虽然可能接受过担任航母舰长的培训，但对航母官兵的训练可能不在行，因此就调两栖攻击舰海南舰长去担任中共第一艘作战航母的副舰长。显然，中共不但缺乏有经验的舰员，也缺少有经验的舰长。然而，闾勇军只有训练舰员的经验，同样也不懂航母作战。因此，航母山东号的正副舰长都是作战外行；而航母的各级官兵也同样对航母作战一无所知。
最近中国官媒又披露了一个舰长不合格的问题，即海军的护卫舰也出现了“装备等人才”这样的问题。其主要原因是，舰长的训练难以完成；而舰长之所以训练不足，又是由于护卫舰舰员的训练程度太低，结果一些舰长没办法指挥自己的军舰完成正常的出海训练任务。为了让护卫舰舰长们有机会得到指挥能力的初步训练和体验，只好采用“借舰训舰长”的办法；让那些自己的军舰不能有效执行任务的舰长，跟随别的可以执行任务的军舰出海，轮番得到指挥方面的基本训练，好让这些菜鸟舰长不致于太无知无能。
以上状况说明，中共海军的实力，不能用军舰数量来衡量，也不能单纯用军舰吨位的大小来判断，更不能用远洋海军国家那种成熟海军的水准来衡量。因为，中共海军仍然是一只“菜鸟”，而且短时间内也不会变成合格的“老鸟”。“菜鸟”如果上阵犯台，那大家可以想见，有时候可能中共军舰不是被击沉的，而是发生故障、无力排除而退出作战。更何况，在激烈的海战中，要求舰长每一秒钟都要在复杂的战况中做出正确及时的决定，那些从来不懂真实海战的舰长和官兵们，又如何避免覆灭的命运呢？
