新疆封控近2个月、本土确诊降到38例后，突然升级管控，宣布“暂停全疆离疆客运列车”，并减少飞往疆外航班，乌鲁木齐市各区县人员暂不离乌等，称要防范疫情外溢，为中共20大召开营造良好环境。评论指，新疆升级防控是要防止迫害新疆人权的真相被曝光。
根据微博“新疆发布”，新疆周二（4日）晚间召开疫情防控工作新闻发布会，副主席刘苏社说明疫情起于7月30日，在短时间内传播蔓延至37个县（市、区）和兵团4个师市的15个团场，是“新疆历史上传播速度最快、涉及面最广、感染人数最多、防控难度最大的重大突发公共卫生事件”。
刘苏社称，8月底疫情得到有效控制，9月中旬以来部分地区疫情反弹。
乌鲁木齐市疫情防控工作指挥部周二公告称，乌鲁木齐市各区县人员暂不离乌，暂停全疆离疆客运列车，继续暂停全疆省际客运班线和省际包车业务，执行疆外航班的客座率控制在75%以内，所有乘机旅客须佩戴N95口罩，以及7天内没有高中低风险区旅居史人员离疆，须出具48小时内二次核酸检测阴性证明和新疆政务绿码等。
刘苏社还称，“坚决扛起防范疫情外溢的重大政治责任”，非必要不离疆，加强对机场、火车站、交通路口等离疆交通场站管控，为20大举行“营造良好环境”。
数据显示，新疆周一（3日）新增本土无症状感染者38例。
民众不解：地广人稀 病例少了 管控更严格？
地广人稀的新疆，在当局封控近2个月后又升级管控，引发民众质疑病例少了反而更严格？
大V“财入门”说，“这次持续防控了两个月了吧？确诊病例减少了，结果现在措施更严格了，何解？新疆本来就是地广人稀的地区，为何比人口密集的一二线城市防控还难？”

微博大V“李毅二一个”说，“很多人不知道，新疆很多地区被封了60多天了，在不让老百姓下楼的情况下，每天依旧有新增，找不到源头，政府就继续把老百姓封到家里。库尔勒、伊宁、石河子以及疆内很多地区，被封了60多天，你们道歉了吗？”“把新疆老百姓关了60多天，都没有解决当地老百姓的基本需求，这到底是为谁办事的当地政府？”
还有更多网民说，“真是厉害，快封控六十天又厉害了，人员流动比北京、天津还多呀？核酸是怎么查的啊？”“……源头在哪里，什么原因造成一次次被封在家里，还要多久才能清零，我们已经从夏天等到了冬天，从短袖变成了棉袄，楼上好多居民口袋里钱包都空了，还要等多久我们才能看见希望。”“一直在家静默两个月，怎么突然出现那么多？”
还有人说，“相比所谓的疫情，我更关心被封控了这么久的人们生活状况······”“这样持续的封控，他们如何活下去？”
评论：保20大 也防迫害人权被曝光
时政评论员李林一向新唐人表示，新疆升级防控的看点之一是，出疆的飞机、火车全停，直到月底，这可理解为新疆为了疫情不外溢到北京，“保卫20大”。
但从单日染疫数看，整个新疆的染疫者并不算多，李林一认为，如此严厉的防控是藉防疫之名防止中共迫害新疆人权的真相在20大的敏感时刻被曝光。
