台湾总统蔡英文年初二前往南投发放福袋时表示，政府正在进行台美贸易倡议谈判，如谈判成功，农产品是优先进入市场的产品之一。
综合中央社报导，蔡英文23日前往南投名间乡大贤宫参香及发放3000个福袋，民众为领取福袋，在大贤宫外排成人龙。
蔡英文致词指出，过去一年遭遇COVID-19疫情，经济情势改变，但台湾人民团结一致，度过挑战，新的一年，她已召开国家安全会议，讨论要如何因应新挑战。
蔡英文表示，国安会议中提及农村基础建设，尤其是灌溉系统要全面改进，让从事农业的人更轻松、更没烦恼，以及辅导中小型企业生产型态改变，变成智慧化、组合式生产，让生产有效率、省人工，中小型企业能永续经营。
蔡英文说，她也要求国贸单位谈判时，要帮台湾农产品打开市场，目前政府正与美国进行台美21世纪贸易倡议谈判，如谈判成功，台湾产品进入美国市场会更顺畅，而农产品则是优先进入美国市场的产品之一。
此前一天（22日），驻美代表萧美琴表示，台美贸易倡议谈判顺利，双方有极高的共识，后续会再针对部分细节进行确认，“应该很快可以看到具体结果”，也期待能在最快时间内完成谈判，对双边贸易挹注新动力。
萧美琴指出，台美合作项目十分广泛，这些年在各领域都有新进展，包括：教育倡议、双边经贸谈判、台美经济繁荣伙伴对话（EPPD），以及台海地区安全议题等，台湾全面性广泛持续与美方就双方共同关心的利益、共享价值共同努力。
