負責策畫這項研究的NASA官員是Daniel Evans，他是NASA科學任務理事會負責研究的助理副行政長官。研究小組由西蒙斯基金會主席David Spergel帶領。

五角大樓研究UFO的簡史：1947年到現在
1947年，一份關於美國上空出現「飛碟」的報告，引發了大批民眾對不明飛行物的狂熱情緒，促使聯邦政府對此事進行調查。
那一年，搜救飛行員Kenneth Arnold報告說，在華盛頓州雷尼爾山附近有9個「飛碟狀的東西……像鵝一樣以對角線鏈狀飛行」，速度超過1,000米/小時。幾周內，其他40個州都有「飛碟」目擊報告。
1952年7月19日，華盛頓國家機場的空中交通管制員Edward Nugent，在雷達屏幕上探測到七個緩慢移動的物體，他對老闆開玩笑說：「這是你的飛碟艦隊。」

與此同時，美國空軍正在進行「藍皮書項目」，這是一項由美國空軍進行的UFO研究，從1952年持續到1969年。
